The National Response Framework is

The National Response Framework (NRF) is a guide to how the nation responds to all types of disasters and emergencies, built on scalable, flexible, and adaptable concepts identified in the National Incident Management System (NIMS).

It outlines the principles, roles, responsibilities, and coordinating structures for delivering the core capabilities required to respond to an incident, thereby fostering response partnerships across the whole community, including all levels of government, non-governmental organizations, and the private sector.

From the perspective of emergency management professionals, the NRF provides a structured approach that enhances collaboration and operational coordination, ensuring that responses to incidents are effective and comprehensive, leveraging the collective capabilities and resources of the entire response community.
