The Liaison Officer…

The FEMA IS-100.C Instructor Guide states, “the Liaison Officer serves as the Incident Commander’s point of contact for representatives of governmental agencies, non-governmental organizations (NGOs), and private-sector organizations.” The Liaison Officer “provides briefings to stakeholders and other agencies involved in the operation, and responds to requests from incident personnel for contacts among the assisting and cooperating agencies.”

For example, during a huge disaster, the Liaison Officer coordinates with other agencies and organizations involved in the response, such as local government units, non-profit organizations like the Red Cross, and private companies providing resources and services.
